Following the Imperial victory at the Battle of Tiamat, Reinhard von Müsel is promoted to High Admiral and granted the title of Count von Lohengramm. Meanwhile, Yang Wen-li returns safely to the Alliance capital Heinessen. However, the Imperial High Command, influenced by Duke Otho von Braunschweig's schemes, orders Reinhard to invade the Alliance with a fleet of 20,000 ships. Braunschweig leaks the plan to the Alliance government, which dispatches three fleets totaling 40,000 ships to counter the invasion. Despite being outnumbered, Reinhard has a cunning plan, which Yang sees through. The film details the rise of the two protagonists and their engagement at the Astarte Starzone, setting the stage for the main OVA series.
