"City Hunter: The Secret Service" is the first TV special of the "City Hunter" series, which premiered in 1996. The story follows Ryo Saeba and Kaori Makimura as they are tasked with protecting Anna Shinjou, the daughter of James McGuire, a presidential candidate from the Republic of Guinam, who is visiting Japan. Anna is a secret agent assigned to protect her father. However, McGuire receives threatening calls targeting Anna's life. While protecting Anna, Ryo discovers a complex relationship between McGuire and Anna, and a larger conspiracy begins to unfold. As the investigation deepens, Ryo and Kaori find that the mastermind is a former comrade of McGuire, who orchestrated the series of plots to seize a diamond mine. This special combines the usual humor, action, and suspense elements of "City Hunter" and explores themes of family, responsibility, and betrayal. As the first TV special in the "City Hunter" series, "The Secret Service" showcases the series' more mature and complex storytelling style, laying the groundwork for subsequent specials and movies.
