The academy is under the control of Saint Nephthys Company, a private company operating in Kivotos. Highlander Railroad Academy does not have a fixed autonomous region, but rather considers its managed railway lines as territories. Internally, it is composed of multiple factions that compete fiercely with each other based on a points system. The academy's internal operations are highly political, with the Central Control Center (CCC) acting as the student council and the Highlander Supervision Office serving as an oversight body that reports directly to the Saint Nephthys Group board of directors. Highlander Railroad Academy students excel in railway operations, controlling most of the train services in Kivotos. In addition to railway operations, the academy also engages in other business ventures. The academy's uniqueness lies in its service-focused jurisdiction, managing multiple regions through its railway network rather than traditional territorial control.
