The operations of Highlander Railroad Academy are overseen by Saint Nephthys Company. The Central Control Center (CCC) functions as the student council, while the Highlander Supervision Office is responsible for overseeing the student council and reports to a board of directors, showcasing a highly political operational structure. The Highlander Supervision Office's main duty is to supervise the Central Control Center and carry out the wishes of the board, ensuring the school's smooth functioning and the railway system's safety and efficiency. Due to its unique structure and vast railway network, Highlander Railroad Academy plays a significant role in Kivotos, making it an important part of the game.
