General White

General White, also known as ホワイト将軍, is a villainous character in the Dragon Ball series, serving as the commander of Muscle Tower, the Red Ribbon Army's northern fortress. He is a large, muscular man with brown hair and eyes in the manga, and silver hair and blue/white eyes in the anime. He typically wears a green sweater with a red neck bandana, jackboots, and brown cargo pants, with a black muscle shirt underneath his sweater. General White has an irritable and impatient personality, but is also surprisingly complementary, congratulating Goku for reaching the sixth floor and praising Ninja Murasaki for supposedly killing Goku. Though not a gifted strategist, he is observant and quick to draw conclusions. He is also the only officer to have discovered Goku's primary weakness, his tail. Trapped in the upper levels of Muscle Tower, General White spends his time smoking a pipe, taking sips from his flask, or yelling and laughing at Goku's efforts to climb the tower. During his fight with Goku, though physically imposing, he is swiftly outmatched. He uses Goku's tail to try and injure him, but is ultimately defeated. He pretends to surrender and attempts to assassinate Goku with a handgun but is sent flying out of Muscle Tower by an enraged Android 8. His fate after that is unknown. General White has appeared in multiple Dragon Ball properties, including anime, manga, and video games. He also appeared with a different design in 'Dragon Ball: The Path to Power' and has been seen in flashbacks in various other works. He is a crafty and somewhat comical villain, adding to the color of the Dragon Ball narrative.
