Dobe

Dobe, known as "ドーブ" in *Final Fantasy VIII*, is the mayor of Fisherman's Horizon, although his role is referred to as "station master" in some versions. He lives in a small house in the center of town with his wife, Flo. Dobe and Flo are staunch pacifists who believe that all conflicts can be resolved through dialogue and compromise. Dobe is one of the founders of Fisherman's Horizon. He attempted to oppose the war-oriented developments of his homeland, Esthar, through words, but eventually left with like-minded individuals, establishing the peace-loving Fisherman's Horizon on an abandoned railway line. In the game, Dobe and Flo are not welcoming to the arrival of the SeeD mercenaries when Balamb Garden crashes into Fisherman's Horizon. However, when Galbadia attacks Fisherman's Horizon, Dobe has to rely on the help of SeeD, as they cannot drive off the invaders non-violently. Both Dobe and Flo can be challenged to Triple Triad card games in the game, with Dobe owning the Quezacotl card and Flo holding the Irvine card as part of the Card Queen sidequest. Dobe was once a passionate idealist but has become somewhat cynical over time. He is unwilling to listen to Squall's explanation of his motivations for joining SeeD.
