In Silent Hill: Downpour, Homer is a minor character, an elderly homeless man lurking in Silent Hill's Pearl Creek subway station. He appears to be trapped in the Fog World. Homer offers Murphy Pendleton several fetch quests, upon completion of which Murphy is granted access to the subway tunnels, a relatively safe way of quickly traversing Silent Hill. Homer appears to be a former prisoner, similar to Murphy, due to the shackle rings on his clothing resembling Murphy's prison jumpsuit. He also implies he survives like “vermin.” Homer asks Murphy to retrieve items such as a candy bar, a coat, and a fishing rod in exchange for opening the subway tunnels. If Murphy returns after completing all his quests, Homer appears to be lying on the floor, possibly dead. Homer is portrayed as someone potentially damned to life in Silent Hill, unable to proactively help himself, instead relying on Murphy for basic necessities. He is also seen as a representation of the homeless, symbolizing those who parasitically feed off the labor of others without contributing positively to society.
