Phoebe is an upcoming 5-star character in Wuthering Waves, affiliated with the Order of the Deep as an Acolyte. She is a Spectro Resonator who wields a Rectifier, specializing in ranged damage and switching between her "Absolution" and "Confession" states to maximize damage output. Phoebe is a devout follower of the Order's doctrines, but her heart and devotion belong to their god, the Sentinel of Rinascita. She is graceful, warm, and carries a vibrant spirit beneath her composed exterior. Phoebe's abilities seem to revolve around light, weaving it into dazzling ripples of hope, and shaping it into warmth and serenity. She is expected to be released in mid-February 2025, in Version 2.1.
