Woop Slap

Woop Slap is a minor character in One Piece, serving as the mayor of Foosha Village, Luffy's hometown. He is a short, wiry man with glasses and a cleft chin, typically wearing light tropical clothing and striped hats. Woop Slap is practical, humorless, and dislikes pirates (with the exception of Shanks). He is the primary critic of Luffy's dream of becoming a pirate in Foosha Village, even after the Straw Hat Pirates gain worldwide recognition. Despite this, Woop Slap deeply cares for his village and is willing to go to great lengths for his people, including Luffy. He once offered a ransom to save young Luffy from bandits. He is familiar with the Monkey D. Garp family, finding all three generations to be crazy. He frequently discusses Luffy with Makino, who seems to be the only villager willing to listen to him. Despite his criticisms, Woop Slap shows underlying concern for Luffy's well-being.
