Rob Lucci

Rob Lucci, also known as Rob Rutchi, is a major antagonist in the manga series *One Piece*. He first appeared as a member of CP9, a secret assassination organization of the World Government, and is considered to be the strongest member in its history. Lucci infiltrated the Galley-La Company as a foreman in Water 7, secretly working to obtain the blueprints for the ancient weapon, Pluton. He is a cold, silent individual, often communicating through his pet pigeon, Hattori, using ventriloquism. Lucci is extremely obsessed with power and believes that the weak do not deserve to exist. He is a master of Rokushiki martial arts and possesses the Neko Neko no Mi, Model: Leopard Devil Fruit, allowing him to transform into a leopard-human hybrid. During the Enies Lobby Arc, he engaged in a fierce battle with Monkey D. Luffy of the Straw Hat Pirates, ultimately resulting in his defeat. After the timeskip, Lucci becomes a member of the World Government's secret intelligence agency CP0, wearing a mask. He continues to be loyal to the World Government, adhering to his personal principle of "dark justice." Lucci's power has further increased since the timeskip, and he remains one of the Straw Hat Pirates' main threats in the future.
