Petrel

Petrel, also known as Lambda (ラムダ), is one of the Team Rocket Executives in the Pokémon series, first appearing in Pokémon HeartGold and SoulSilver. He is the lowest-ranking of the Rocket Executives but is known for his mastery of disguise. Petrel first appears disguised as Giovanni at Team Rocket's hideout in Mahogany Town and later impersonates the Director of the Goldenrod Radio Tower. Despite being a villain, Petrel is relatively mild-mannered and often gives out passwords and vital information, even though he believes the player can't use it. This "niceness" of his often leads to Team Rocket's defeats. In the games, Petrel commonly uses Pokémon like Weezing. He also appears in Pokémon Masters EX as a playable character paired with Weezing. Petrel is also a recurring character in the Pokémon manga and anime, notably in Pokémon Adventures where he shows greater disguise skills, capable of imitating anyone he has met. In summary, Petrel is a character defined by his disguise abilities and somewhat contradictory nature, being a villain but not entirely cruel.
