He first appears in Pokémon Ruby and Pokémon Omega Ruby, and plays a supporting role in Pokémon Sapphire and Pokémon Alpha Sapphire. His goal is to expand the landmass of the world, believing it will bring peace. Initially a staunch idealist, Maxie is willing to take extreme measures to achieve his aims. In Pokémon Ruby and Omega Ruby, he attempts to use Groudon to reshape the world. However, after being defeated multiple times by the protagonist, Maxie gradually realizes the error of his ways. In Pokémon Omega Ruby, he and Archie, the leader of Team Aqua, acknowledge their mistakes and decide to reform together. In Pokémon Ultra Sun and Ultra Moon, an alternate universe version of Maxie appears as a member of Team Rainbow Rocket, seeking to conquer the world.
