Volo is a key character in Pokémon Legends: Arceus, initially appearing as a merchant of the Ginkgo Guild, but secretly a descendant of the ancient Celestica people of the Hisui region. He possesses a strong sense of curiosity, interested in unusual findings and people, but his friendly demeanor hides a delusional and ambitious megalomaniac. He is deeply obsessed with Arceus, even going so far as to cause space-time rifts in an attempt to summon Giratina as a pawn, to force Arceus to appear, with the goal of creating a "better" world of his own design. Volo aids the protagonist multiple times in the game, secretly observing their progress in collecting Arceus's plates, eventually revealing his true intentions at the Temple of Sinnoh. Not only is he the culprit behind the space-time rifts, but he also envies the protagonist's ability to meet Arceus. Despite being defeated, he remains determined to understand Arceus's lore and ultimately conquer it. His name, "Volo," derives from the Latin word "volō," meaning "I wish," which reflects his strong desire to control Arceus. In battle, Volo is a powerful Pokémon trainer, capable of using multiple Pokémon at once, showcasing a level of skill comparable to that of a Champion.
